The FMCSA Drug & Alcohol Clearinghouse mandate is just around the corner.
What does this mean? This is a new requirement from the FMCSA that mandates reporting of CDL drivers with drug and alcohol violations. This new database will also contain information about a driver’s status in successfully completing the mandatory return-to-duty drug and/or alcohol rehabilitation process.
The Clearinghouse will have two categories: 1. Reporting 2. Querying
Employers, including motor carriers and others with drivers operating commercial motor vehicles, will have the responsibility to report any and all drug and alcohol testing violations to the Clearinghouse. In addition, any information regarding drivers undergoing the mandatory return to duty drug/alcohol rehabilitation process should be reported.
In addition to reporting, employers will be required to query the Clearinghouse for pre-employment screening as well as annual driver verifications.
Official registration will open later this fall. However, it is important to register early as this will allow employers to establish an account which will grant access to the Clearinghouse.
The Clearinghouse will be mandatory starting January 6, 2020.
